Victor joined the City of Miami in October 2024 and brings more than 35 years of experience in housing affordability, innovative program development, community development, and disaster recovery on the state and local levels. He has previously served as Director of Neighborhood Services in Fort Worth, Texas and as the Director of Housing and Neighborhood Programs for the City of Little Rock, Arkansas. Victor has a Master of Public Administration (MPA) degree from the University of Arkansas at Little Rock and Bachelor of Science degree in Public Administration from the University of Central Arkansas.
